The proposed lower ground floor rear extension and glazed infill ground floor rear extension, by reason of their location, size and detailed design, would not be discreet additions and would distort the rhythm of existing closet wing extensions and be harmful to the special architectural and historic interest of the listed building and wider listed terrace, failing to preserve or enhance the character or appearance of the Norland Conservation Area, contrary to policies contained within the Core Strategy (adopted December 2010), in particular Policies CL 2, CL 3 and CL 4, and 'saved' policies within the Unitary Development Plan (adopted May 2002) as amended, in particular policy CD47, and the Norland Neighbourhood Plan (adopted 7 March 2014), in particular Policy N3.

The internal alterations proposed, particularly the relocation of the kitchen to the front of the building, would be harmful to the surviving architectural and decorative features of the listed building failing to preserve the special architectural and historic interest of the building, contrary to policies contained within the Core Strategy (adopted December 2010), in particular Policy CL 4, and guidance within the National Planning Policy Framework.
