By virtue of their visibility and reflective nature the proposed solar panels would form a visually intrusive, incongruous and unsympathetic addition to the roof which would disrupt the unaltered main roof line, and would fail to preserve the special architectural, historic interest and setting of the listed building, and the character and the appearance of the conservation area, contrary to policies of the development plan, in particular Consolidated Local Plan policies CL1, CL2, CL3, CL4, CL6, CL8, and CL11, adopted July 2015, policy N6 of the Norland Neighbourhood Plan, adopted March 2014 and the Norland Conservation Area Proposal Statement, adopted September 1982. The public benefits gained by the installation of the solar panels, in terms of sustainable energy, would not outweigh the less than substantial harm caused to the listed building.
