The proposed display of this large scale shroud advertisement, by reason of its scale, prominent location; utilitarian design, illumination and siting on the flank of a Grade II Listed Building Listed building, would maintain an incongruous and overly dominant feature that unduly harms the Norland Conservation Area; the associated Grade II Listed building; the setting of the associated Grade II* Royal Crescent. As such, it would result in material harm to visual amenity, contrary to Policies CL1, CL2, CL3, CL4 and CR4 of the RBKC Local Plan 2019; Policies N4 and N8 of the Norland Neighbourhood Plan (2014); Polices D8 and HC1 of the London Plan (2021); and the National Planning Policy Framework (2021), without significant enough other material considerations to counterbalance its acknowledged impacts and in addition there are no public benefits that would outweigh this harm.
