The conservatory, by reason of its size, design and location obtruding upon the skyline, is considered to detract from the appearance of the building and the terrace formed by No. 1-11 Penzance Place to the detriment of both visual amenity and the character and appearance of the Norland Conservation Area. Therefore, the retention of the conservatory is considered contrary to Council policy as stated in the Unitary Development Plan, in particular Policies CD25, CD38, CD39, CD42, CD44, CD52 and CD53.
