Conditions and reasons:

1)

The development hereby permitted shall be begun before the expiration of five years from the date of this permission. (C001)
Reason - As required by Section 91 of the Town and Country Planning Act 1990, to avoid the accumulation of unexercised Planning Permissions. (R001)

2)

The development hereby permitted shall be carried out exactly and only in accordance with the drawings and other particulars forming part of the permission and there shall be no variation therefrom without the prior written approval of the Local Planning Authority. (C068)
Reason - The details are considered to be material to the acceptability of the proposals, and for safeguarding the amenity of the area. (R068)

3)

The passageway linking the rear of the garages to residential Units 2 and 9 shall be provided and retained at all times.
Reason - To facilitate access between the dwellings and their car parking spaces.

4)

The garage accommodation hereby permitted shall be available at all times for car parking by residents of Units 2 and 9 and shall not be adapted for living, commercial or other purposes.
Reason - To prevent obstruction of the surrounding streets and safeguard the amenity of the area and to ensure that the use of the dwelling does not add to traffic congestion in the immediate area contrary to the Local Planning Authority's policies for traffic restraint. (R026 and R027)

5)

The development hereby permitted shall not be occupied until vehicle crossovers have been constructed by the Council in accordance with Notice to be served under the Highways Act 1980 section 184. (3).
Reason - To facilitate access to the site.

6)

Full particulars of the following shall be submitted to and approved in writing by the Executive Director, Planning and Conservation before the development hereby permitted commences and the development shall not be carried out otherwise than in accordance with the details so approved: (a) details of the proposed stone detailing; (b) details of the design and external appearance of the proposed garage doors. (C011)
Reason - The particulars hereby reserved are considered to be material to the acceptability of the development, and the Local Planning Authority wishes to ensure that the details of the development are satisfactory. (R011)

7)

The roof slope(s) of the building(s) hereby permitted shall be clad in natural slates, and so maintained. (C073)

9)

The following shall be submitted to, and approved in writing by, the Executive Director, Planning and Conservation before any part of the development hereby permitted commences:- (a) a detailed site survey to identify the exact location of the underground petrol tanks; (b) an appropriate risk assessment undertaken by an environmental consultant; (c) a contaminated land site investigation, unless the Executive Director, Planning and Conservation confirms, in writing, such submission to be unnecessary following receipt of the submission under Condition 9(b) above; (d) a remediation strategy to deal with land contamination, unless the Executive Director, Planning and Conservation confirms, in writing, such submission to be unnecessary following submission of the contaminated land investigation under Condition 9(c) above.
Reason - To ensure the satisfactory redevelopment of contaminated land in accordance with Unitary Development Plan Policy as stated in Chapter 12.

10)

Development shall not commence until any remediation strategy to be approved under Condition 9 above has been implemented.

11)

No water tank, lift motor room, or other roof structure, shall be erected which rises above the level of the roof hereby approved. (C077)

No additional plumbing or pipes other than rainwater pipes shall be fixed on the external faces of the building without the prior written approval of the Local Planning Authority. (C085)

All rear windows shall be constructed using only obscured glazing and shall be so maintained and except for that at first floor, shall be kept permanently in a closed position.

Crossovers - GRANT CONSENT
The Council hereby GRANTS CONSENT under Section 184 of the Highways Act 1980 for the construction of a vehicular pavement crossover. The crossover will be constructed by the Council's Director of Transportation and Highways upon receipt of a written request and payment of a deposit. The total cost of the work may include the cost of making good any existing redundant crossovers. An estimate of the cost can be obtained from the Directorate of Transportation and Highways, Council Offices, 37 Pembroke Road, London W8 6PW (020-7341-5240). It should be noted that sunken crossovers will not normally be allowed. (I23)
