By reason of their location, materials and design, the rear terrace, wooden balustrades and door, detract from the appearance and character of the property, the group of buildings of which they form a part and the Norland Conservation Area, setting an unwelcome precedent for future development. They are considered contrary to the Council's policies as stated in the Unitary Development Plan, in particular Policies CD25, CD30, CD40, CD44, CD52 and CD53.

Use of the first floor flat roof as a terrace allows for the creation of overlooking and noise nuisance to the detriment of the residential amenity of neighbouring properties. Therefore its retention is considered contrary to Council policy as stated in the Unitary Development Plan, in particular Policies CD30 and CD40.
