Because of its height, added bulk, rear projection and sensitive location, the proposed side/rear upper levels extension would fail to preserve the character and the appearance of the host property, the group of buildings of which it forms part and the wider Ladbroke Conservation Area. The proposed extension would also lead to less than substantial harm being to the setting of the adjacent Grade II Holland Park Station building heritage asset to the south. The proposed development fails to comply with the aims of development plan, in particular CL1, CL2, CL3, CL9 and CL11, without sufficient benefits or other material considerations to justify a grant of planning permission.
