The proposed development, because of its increased mass and increased height, coupled with its prominent upper floor level location, would represent an inappropriate and negative form of development that would be at odds with the character and appearance of the property, the group of buildings of which it forms part and those of the Ladbroke Conservation Area, contrary to Consolidated Local Plan Policies, in particular policies CL1, CL2, CL3, CL6, CL8 and CL11.
