The application has not included sufficient information and detail to demonstrate that the proposed window replacement works would preserve the special architectural and historic interest of the Grade II* listed building, contrary to development plan policies, in particular policy CL4 of the Local Plan, as well as national policies.

The proposed window replacement works would cause 'less than substantial' harm to the special interest and significance of the Grade II* listed building, without sufficient public benefits to outweigh this harm, and would therefore conflict with Local Plan policy CL4 as well as national policies.
