Condition 4) ArbTech Arboricultural Impact Assessment (AIA), Tree Protection Plan (TPP) and Arboricultural Method Statement (AMS).

Condition 7) The submitted details fail to demonstrate that the proposals would reduce flood risk and contribute to sustainability in accordance with policy CE2 of the Local Plan. Condition 8) The proposal does not provide the detailed 1:10 section drawings required by the condition and thus fails to accord with the development plan by ensuring that the character and appearance of the area are preserved and living conditions of those living near the development suitably protected.

Condition 7 - SuDS - Further Explanation of Reasons for Refusal The submitted report (SuDS calculations for proposed green roof strategy) does not include a flood risk assessment as required by the first part of the condition. Regarding SuDS, the report proposes the use of a sedum/green roof and water butts to reduce surface water run-off by 50% to the 1 in 1yr storm event for 30m2 of impermeable area (developable area). It is not clear how the green roof will perform in other events (1 in 30 yr event, 1 in 100yr event plus 40%CC). Also, and more importantly, the aim of the policy is to achieve a 50% betterment for the whole site for all events so other SuDS, in addition to the green roof may be required. The site's whole impermeable area (as opposed to the developable area) should be accounted for in the 50% betterment required. Furthermore, there is outstanding information required by the condition: The final section profile of the green roof (including layers depth, outfalls and species to be planted). The location, attenuation volume and specification of the water-butt (and how it will be emptied to ensure there is attenuation available. A drainage plan to show clearly how surface water run-off will be conveyed to the SuDS and any connections to the sewer system if necessary.
