The proposed alterations to the plan form and to the rear elevation would harm the special historic interest and architectural character of the listed building. As such the proposals fail to have special regard to the desirability of preserving the historic interest of the building as required by s.16(2) of the Planning (Listed Buildings and Conservation Areas) Act 1990, and fail to satisfy policy CL4 of the Consolidated Local Plan.
