Time limit The works hereby granted shall be begun before the expiration of three years from the date of this consent.
Reason - As required by Section 18 of the Planning (Listed Buildings and Conservation Areas Act) 1990, to avoid the accumulation of consents.

Compliance with drawings The works forming the subject of this consent shall not be carried out except in complete accordance with the details shown on submitted plans and shall be so maintained.
Reason - In order to safeguard the special architectural or historic interest and heritage significance of the building .

3)

Submission of details Notwithstanding the details on the approved drawings, detailed drawings or samples of materials as appropriate, in respect of the following, shall be submitted to and approved in writing by the local planning authority before the relevant part of the work is begun, and the works shall not be carried out other than in accordance with the details so approved and shall thereafter be so maintained: detailed elevation (scale 1:10) and section (scale 1:5) drawings of all new windows (including any stone detailing) and the new roof light; detailed elevation (scale 1:10) and section (scale 1:5) drawings of all new doors and architraves; detailed elevation (scale 1:10) and section (scale 1:5) drawings of the proposed railings to the rear Juliet balcony; detailed drawings of showing all existing and proposed service runs and vents / flues / grilles and any associated alterations to the existing fabric; detailed plans showing proposed internal lighting; detailed internal elevation and section drawings of the proposed kitchen furniture and fittings at the lower ground floor level, including their relationship with the existing windows, skirting boards and architraves; detailed plans and section (scale 1:5) drawings of all existing and proposed floors and coverings (including any underfloor heating systems), including their construction, build-up and relationship with skirting boards and architraves; details of all proposed external finishing materials

Work to match retained fabric All new works and works of making good to the retained fabric, whether internal or external, shall be finished to match the adjacent work with regard to the methods used and to colour, material, texture, and profile.

5)

Services/ pipes All rainwater goods/guttering shall be black painted cast metal and so maintained.

6)

Partitions All partitions hereby granted consent shall be of lightweight construction, easily removable, and be so maintained.
Reason:- To preserve the special architectural character and heritage significance of the listed building and comply with Policy CL4 of the Local Plan 2019.

7)

Sash windows and doors in painted timber External windows and doors hereby permitted shall be timber framed and painted, with the windows being single glazed, white painted, sliding sashes, and so maintained.
Reason - To preserve or enhance the appearance of the building and/or the character of the area, in accordance with policies of the development plan in particular policy CL4 of the Consolidated Local Plan.

8)

Relocation of existing internal shutters Following their removal from the rear doorway (upper ground floor level), the existing internal shutters shall be installed within their approved position prior the occupation of the building and shall thereafter be maintained.

9)

Brick bond, pointing and mortar Where openings to the main building are to be in-filled, the brickwork bond shall match the original bond on the building; and the pointing profile shall match the original profile on the building. The mortar must be lime based (NHL as per EN459) with no cement content.

External railings All external railings shall be painted black and so maintained.

Retention of ceiling rose Notwithstanding the details on the approved drawings, the existing ceiling rose within the front room at the upper ground floor level shall be retained in its current position and thereafter maintained.

Retention of fabric All existing fabric including existing wall and ceiling plasterwork, cornices, skirting boards, skirting boards, doors, architraves, windows, shutters, panelling, fireplaces, staircases, railings, joists, floorboards, etc shall be retained, unless notated otherwise on the drawings approved under this consent.

13)

Damp-proofing works not approved Notwithstanding the details on the approved drawings, no damp-proofing works shall be carried out at this property. The damp-proofing works referred to within the application documents do not form part of this approval.

GTD/No pre-app/Amendmts to comply Est. G
To assist applicants in finding solutions to problems arising in relation to their development proposals the Local Planning Authority has produced planning policies, and provided written guidance, all of which are available on the Council's website. A pre-application advice service is also offered, although not used in this instance. On first submission the proposals did not comply with guidance, but improvements suggested by the planning authority were adopted by the applicant.

Listed Building Reminder on Enforcement
You are reminded that no work should commence on implementing this Listed Building Consent until all matters, samples, and details reserved by condition have been submitted to, and approved by, this local planning authority. It is an offence to carry out work to a Listed Building unless all such conditions have been complied with. Any proposed departure from the works specified in the approved drawings should be brought to the attention of the planning department for further consideration before the work is carried out. The Council will use its enforcement powers, including use of Breach of Condition Notices or Prosecution, to ensure compliance with conditions and prevent harm to the special historic character and historic interest of Listed Buildings. You are advised that there is currently a maximum fine of o20,000 if the offence is dealt with summarily, and if the offence is dealt with by indictment the fine is unlimited.

Retain Original Fabric of Building
You are reminded that the original historic fabric of the listed building should be retained unless specifically authorised for removal by the Council as part of a listed building consent. Historic fabric which must be retained would include lath and plaster ceilings and walls, floor boards, original skirting boards, dado rails, cornice, fireplaces, staircases, and any other surviving historic fabric. Where these elements are in poor condition, repair and restoration could be undertaken by competent workmen, with the minimum amount of intervention to the historic fabric. You are reminded that the installation of recessed ceiling lights and speakers in most cases will require listed building consent. Any proposals for these particular works must be first approved by the Council as part of a listed building consent before they are installed within the listed building. Demolition (Ensure Stability)
You are advised of the importance to ensure that all works and measures necessary to stabilise and protect all parts of the building to be retained have been put in place before the consented demolition is commenced.

Due to the lack of information and concerns over the impact of the proposed damp-proofing works, these particular works are excluded from the approved listed building consent. A separate, sufficiently detailed application for these works will be required. Condition No. exludes these works.
