Due to insufficient information, the proposals fail to demonstrate that the proposed works would preserve the special architectural and historic interest of the listed building, contrary to the statutory requirement for a listed building, the National Planning Policy Framework and development plan policy, in particular Local Plan policy CL4.

The proposed internal alterations would cause less than substantial harm to the significance of the listed building, without providing sufficient public benefits to outweigh the harm caused, contrary to the statutory requirement for a listed building, the National Planning Policy Framework and development plan policy, in particular Local Plan policy CL4.

The proposals would not have provision for refuse storage facilities within the proposed flats contrary to Local Plan policy CE3.

In the absence of agreed obligations under S106 of the Town and Country Planning Act 1990 and provisions under Section 16 of the Greater London Council (General Powers) Act 1974 which would secure the necessary mitigation measures for permit-free which are necessary to make the development acceptable, the proposal would fail to have an acceptable impact on the highway contrary to development plan policy, in particular Local Plan policies C1 and CT1 and the Transport and Streets SPD and Planning Contributions SPD.
