Conditions and reasons:

1)

The proposed increase in the scale of the closet wing would cause the extension to have an unsatisfactory relationship with adjoining windows, increasing the closet wings dominance and unbalancing the composition of the rear elevation. The development would cause harm to the appearance of the property and would fail to preserve or enhance the character and appearance of the conservation area. At present, the proposed development fails to provide sufficient benefits (including wider public benefits) to offset the harm to the appearance of the property and the character and appearance of the conservation area. The proposal does not comply with Core Strategy policies CL1, CL2, CL3, CL4 and CL9.

2)

In the absence of a satisfactory agreement to secure ineligibility from obtaining car parking permits, the proposed development would put undue pressure upon on-street car parking and would therefore be contrary to policy CT1 (c) of the Core Strategy and the Transport Supplementary Planning Document.
