The proposed extension, by reason of its size, form and position, would form a substantial, discordant addition to the building which would be prominent in views from neighbouring properties and would detract from the integrity and setting of the existing building, resulting in a loss of garden space and the sense of openness which forms an important part of the character of this backland site. As a result, the proposed extension would fail to preserve the character and appearance of this part of the Norland Conservation Area, and would be contrary to policies of the development plan, including policies CL1, CL2, CL3, CL9 and CL11 of the Consolidated Local Plan, and policies N1 and N3 of the Norland Neighbourhood Plan.
