Conditions and reasons:

The proposed lower ground floor rear extension, by reason of its detailed design and fenestration would be an unsympathetic and incongrous addition which would be harmful to the character, appearance and special interest of the listed building, failing to preserve or enhance the character or appearance of the Norland Conservation Area, contrary to development plan policies, in particular policies CL1, CL2, CL3 and CL4 of the Core Strategy (adopted December 2010) and 'saved' policies CD47 and CD63 of the Unitary Development Plan (adopted May 2002).

The proposed replacement ground floor rear extension, by reason of its size, design and siting would be an unsympathetic, incongruous and overly dominant addition which would be harmful to the character, appearance and special interest of the listed building, failing to preserve or enhance the character or appearance of the Norland Conservation Area, contrary to development plan policies, in particular policies CL1, CL2, CL3 and CL4 of the Core Strategy (adopted December 2010) and 'saved' policies CD47 and CD63 of the Unitary Development Plan (adopted May 2002).

The proposed increase in the size of the existing front dormer, by reason of the detailed design and fenestration would be an incongruous and overly dominant alteration, increasing its prominence, harmful to the special character and appearance of the parent property and this part of the Norland Conservation Area contrary to development plan policies, in particular Core Strategy policies CL2, CL3 and CL4 and saved UDP policies CD44 and CD63.

Refused despite pre-app advice
To assist applicants in finding solutions to problems arising in relation to their development proposals the Local Planning Authority has produced planning policies, and provided written guidance, all of which are available on the Council's website, and offers a pre-application advice service. Pre-application advice was sought and provided. Unfortunately, this advice was not adhered to. Nevertheless, the Council is ready to enter into discussions with the applicants through the advice service to assist in the preparation of a new planning application.
