Conditions and reasons:

The applicant has failed to demonstrate that the proposed development would not result in an a material increase in traffic congestion or on-street parking pressure, contrary to policies of the development plan, in particular policy CT1 of the Core Strategy adopted 8 December 2010 and the Transport Supplementary Planning Document adopted in December 2008.

The proposed development, by reason of the size, design, and location of the rear lightwell, and size and positioning of rear the proposed rear dromer windows, would result in an unduly prominent and incongruous feature which fails to preserve the character and appearance of the surrounding Norland Conservation Area contrary to the policies contained within the Core Strategy, adopted 2010, in particular Subterranean Development SPD adopted May 2009, policies CL1, CL2 and CL3, Norland Neighbourhood Plan policies N1 and N2 (adopted 14th March 2014), and 'saved' policies contained within the Unitary Development Plan, 2002 as amended, in particular policy CD44, CD55, and CD63.
