The alterations to the ground floor frontage, by virtue of their form, detailed design and materials, have a harmful visual impact on the appearance of the host building and the street scene, failing to preserve or enhance the character or appearance of the Norland Conservation Area. Therefore, the proposal is considered contrary to this Council's adopted planning policies, in particular Core Strategy Policies CL1, CL2 and CL3.
