The proposed development, by reason of its change of use from Class B1 (Business) use to Class C3 (Dwellinghouses) use would result in the loss of a small office unit which would decrease the range and stock of business premises available within the Borough, contrary to policy expressed in the Core Strategy, adopted on December 8th 2010, in particular Policy CF5 (a).
