The proposed trellis would harm the appearance of the building and fail to preserve or enhance the character or appearance of the conservation area. As such, the trellis would be contrary to policies of the development plan, in particular policies CL1, CL3 and CL6 of the Local Plan 2019.

The proposed trellis would harm the special historic significance of this listed building, contrary to policy CL4 of the Local Plan 2019, without any public benefits to weigh against the harm.
