Conditions and reasons:

1)

The development hereby permitted shall be begun before the expiration of five years from the date of this permission. (C001)
Reason As required by Section 91 of the Town and Country Planning Act 1990, to avoid the accumulation of unexercised Planning Permissions. (R001)

The development hereby permitted shall be carried out exactly and only in accordance with the drawings and other particulars forming part of the permission and there shall be no variation therefrom without the prior written approval of the Local Planning Authority. (C068)

3)

Full particulars of the following shall be submitted to and approved in writing by the Local Planning Authority before the development hereby permitted commences and the development shall not be carried out otherwise than in accordance with the details so approved: (a) the materials to be used on the external faces of the building(s); (b) the provision of access for people with disabilities; (c) the means of reducing the transmission of noise from the premises' first floor; (d) the design and external appearance of the works to the boundary adjoining Royal Crescent Mews, the cornice to the proposed ground floor rear extension; (e) a section through the proposed shop front at a scale of 1:20. The rear face of the proposed ground floor rear extension shall be inset by a minimum of 100mm from the rear face of the existing ground floor extension.

Full particulars of the method(s) for protection of those trees to be retained, as indicated on Drawing No. 9116/05D, shall be submitted to and approved in writing by the Local Planning Authority before the development commences, and the protection so approved shall be provided before the commencement of development and maintained for the duration of building and other operations on site. The rear extensions hereby approved shall not be brought into use until the new shop front and balcony balustrading hereby approved have been undertaken.

17)

The kitchen extract fan shall operate only between the hours of 0800 and 2400 on any day and shall be switched off at all other times.

18)

The kitchen extractor fan hereby permitted shall not be operated until such time as the Executive Director, Planning and Conservation, in consultation with the Director of Environmental Health, is satisfied that it has been attenuated to ensure that during its operation it shall operate at no more than 2dB (A) above the lowest background level when measured one metre from the facade of the nearest residential property. This shall be approved in writing by the Executive Director, Planning and Conservation, and such attenuation shall be maintained thereafter, and the fan shall be serviced regularly in accordance with manufacturer's instructions, or as necessary to ensure that the requirements of the condition are met.
