Conditions and reasons:

1)

The proposal would result in an unsatisfactory intensification of use which would lead to an increase in general activity within and around the application property, and to additional vehicular movements , which would result in parking stress and unacceptable levels of noise and disturbance, thereby causing harm to the amenity of local residents. The proposal is therefore contrary to policies contained within the Unitary Development Plan, most notably STRAT 1, STRAT 5, CD34, TR39, and SC5.

The proposed extensions to the western part and rear of the existing property would lead to overlooking of, and create an unacceptable sense of enclosure to the adjoining residential properties of 41. St. James's Gardens and the block numbered 11-17 Wilsham Street, and are thus contrary to policies contained within the Unitary Development Plan, notably Policies CD30 and CD41.
