By reason of its prominent position, scale, bulk and detailed design, the proposed extension would be an incongruous and unsympathetic addition that would disrupt the front elevation of the building. This would harm the integrity and special interest of this listed building and the terrace of which it forms part, and would fail to preserve the character and appearance of the Norland Conservation Area. There would be insufficient public benefit to justify or outweigh this harm. The proposal would be contrary to Local Plan policies CL1, CL2, CL3, CL4, CL9 and CL11 and Norland Neighbourhood Plan policies N1 and N3, as well as the statutory requirements for development within a conservation area.
