The proposed dormer, by reason of its location and punctuation of the historic roof profile, would result in the loss of a historic roof form and would constitute a visually obtrusive addition. The proposal would cause harm to the character and appearance of the host building, the group of buildings of which it forms part and the and wider Kensington Conservation Area and there are no public benefits that would outweigh this harm. The proposal would be contrary to Local Plan policies CL1, CL2, CL3, CL6, CL8 and CL11 and the requirements as set out in the NPPF.
