Conditions and reasons:

The proposed roof extension and its associated dormers, terrace and balustrading, by virtue of their form, architectural design, massing and scale would introduce unwelcome bulk and massing to the building and would fail to preserve the character and appearance of the building, mews and wider Royal Hospital Conservation Area. The proposals would cause less than substantial harm to the conservation area and to the setting of the adjacent Grade II listed terrace at 1-35 Wellington Square, and there are no public benefits that would outweigh the harm caused. Therefore, the proposals are contrary to policies CL1, CL2, CL3, CL4, CL6, CL8 and CL11 of the Local Plan 2019 and the NPPF 2023.

To assist applicants in finding solutions to problems arising in relation to their development proposals the Local Planning Authority has produced planning policies, and provided written guidance, all of which are available on the Council's website, and offers a pre-application advice service. Pre-application advice was sought and provided. Unfortunately, this advice was not adhered to.
