The development, by reason of the siting, form, design, size and scale fails to respect the existing context, character and appearance of the host property, the group of buildings and the wider Cheyne Conservation Area. There are no public benefits that outweighs the harm caused and therefore the proposal fails to preserve or enhance the character and appearance of the Conservation Area and the setting of the adjoining Grade II Listed buildings. The proposal is contrary to policies CL1, CL2, CL3, CL4, CL6, CL8 and CL11 of the Local Plan 2019 and the requirements as set out in the NPPF.
