The conservatory, by virtue of its height, bulk and projection from the building, would harm the special architectural character and historic interest of the Listed building and the character and appearance of the Conservation Area, contrary to the Council's policies as set out in the Unitary Development Plan, in particular Policies CD42, CD52, CD53 and CD58.

The alteration in the rear part of the basement floor would disrupt the hierarchy of rooms at this level, to the detriment of the special architectural character and historic interest of the Listed building, contrary to Policy CD58 of the Unitary Development Plan.
