By virtue of the removal of the existing pattern of piers and railings on the front boundary that relates to the architectural detail of the front elevation of the property, the proposal is considered to result in a visually inappropriate boundary treatment to the detriment of the appearance of the property and the character and appearance of the Boltons Conservation Area. This is contrary to the objectives of the Policies contained in the Council's Unitary Development Plan, in particular, Policies CD44, CD48, CD52 and CD53.
