Conditions and reasons:

The proposed additional floors to Blocks B, C and D would result in a significant increase in the height and bulk of Kenton Court, which would create a much more obtrusive skyline to the building with greater prominenence and dominance over the buildings adjacent, and result in an unacceptable increase in the existing sense of enclosure suffered by residential buildings surrounding the rear of Kenton Court. As such, the proposals would harm the appearance of the building, and harm the townscape of the vicinity, contrary to policies set out in the Unitary Development Plan, in particular Policy STRAT 5, and Policies CD25, CD31, CD38, CD39, CD44, and CD54.
