The proposed lower ground floor extension, because of its scale, depth, position and design, would fail to be subordinate to the main host building and would harm the appearance of the host building. This would fail to preserve the special interest of the listed building and would fail to comply with the Council's adopted planning policies, in particular Core Strategy Policy CL4 and guidance contained within the National Planning Policy Framework.

The proposed raising of the rear parapet height would harm the appearance of the host building and the terrace of which this building is a part. This would fail to preserve the special interest of the listed building and terrace and would fail to comply with the Council's adopted planning policies, in particular Core Strategy Policy CL4 and guidance contained within the National Planning Policy Framework.

The proposed front lightwell extension and new window to the existing garage, because of their positioning, would harm the appearance of the host building. This would fail to preserve the special interest of the listed building and would fail to comply with the Council's adopted planning policies, in particular Core Strategy Policy CL4 and guidance contained within the National Planning Policy Framework.

The proposed internal alterations to the listed building and the rooflights at main roof level would result in an unacceptable loss of historic plan form and fabric, harm to the surviving historic character and hierarchy of floor levels evident within the building and the introduction of new additions which would detrimentally affect the character, significance and setting of this listed building. The proposals fail to comply with the Councils adopted planning policies, in particular Policy CL4, guidance contained within the National Planning Policy Framework and English Heritage guidance.
