The proposed roof lights to the rear of the site associated with the subterranean extension, by reason of their number, size, position and orientation, would not appear as a modest or discreet addition to the site. As such, the proposal would have a detrimental impact on the setting of the listed building and would neither preserve nor enhance the character or appearance of the building and Cheyne Conservation Area, contrary to policies CL1, CL2, CL3 and CL4 of the Core Strategy, adopted December 2010, 'saved' policy CD63 of the Unitary Development Plan 2002, as amended and the guidance contained with the Subterranean Developments SPD.

The proposed subterranean extension, by reason of its lack of topsoil across the entirety of the subterranean extension, would fail to provide adequate opportunities for natural drainage, planting and soft landscaping within the rear garden, contrary to Policy CL2 and CR6 of the Core Strategy, adopted December 2010, and the guidance contained in the Subterranean Developments SPD.

The applicant has failed to demonstrate to the satisfaction of the Local Planning Authority that the proposal could be constructed without harm to the exterior and interior of the listed building, either through the construction itself or the works required in order to meet the requirements in relation to climate change in Core Strategy Policy CE1. In the absence of this information, the applicant has failed to demonstrate that the proposal would not harm the special architectural and historic interest of this Listed Building, contrary to Policies CL4 and CE1 of the Core Strategy, adopted December 2010 and the guidance contained in the Subterranean Developments SPD.

The proposed food hoist between ground and first floor levels would have a detrimental impact on the surviving historic fabric of the building and would therefore cause significant harm to the special architectural and historic interest of this Listed Building. As such, the proposal is contrary to Policy CL4 of the Core Strategy, adopted December 2010.
