The proposal results in the loss of a valuable social and community use. No attempt has been made to let the unit as a dental surgery and the lack of demand or unsuitability of the premises has not been demonstrated. Furthermore, no attempt appears to have been made to market the premises an alternative social and community use, nor has it been demonstrated that such a use would be unsuitable. Therefore the proposal is contrary to Council policy, in particular Core Strategy policy CK1.

In the absence of a satisfactory s106 agreement to secure necessary planning obligations, the proposal would result in unacceptable pressure on local infrastructure (including education, health and community facilities) and would therefore be contrary to policy, in particular policies C1 and CH2 of the Core Strategy and the Planning Obligations Supplementary Planning Document.

In the absence of a satisfactory s106 agreement to secure ineligibility from obtaining car parking permits, the proposed development would put undue pressure on on-street car parking and would therefore be contrary to policy, in particular Core Strategy policy CT1 and the Transport Supplementary Planning Document.
