The proposed rear ground floor infill extension, because of its position and design, would fail to preserve or enhance the character or appearance of the original building and conservation area, and would fail to preserve the special interest of the listed building. The proposal fails to comply with the Council's adopted planning policies, in particular Core Strategy Policies CL1, CL2, CL3, CL4 and 'saved' UDP Policies CD47 and CD63.
