The application fails to demonstrate that construction traffic would not cause unacceptable harm to pedestrian, cycle, vehicular and road safety; adversely affect bus or other transport operations, significantly increase traffic congestion, nor place unreasonable inconvenience on the day to day life of those living, working and visiting nearby. As such, the proposal would conflict with policies CL7 and CT1 of the Local Plan 2019 and the guidance contained in the Basements SPD.

The submitted CTMP has simply been copied verbatim from the original Knightbuild CTMP. The original consultation was carried out on 18th May 2018 and there is no mention this has been updated. Given the intervening period of 3 1/2 years and the covid pandemic, further consultation is required on the CTMP proposals. In addition, the following points should be addressed: The drawings have simply been scanned form the previous CTMP. These must be at full resolution, as in the original submission; The drawings on page 36, 38 & 39 is again low resolution and does not contain the detail and clarity of the previous submission; and, The summary sheet on page 26 must contain the permitted construction traffic hours.
