The glass balustrade by reason of the contemporary material of the glass balustrade, is a harmful and unsympathetic additional to the building which results in less than substantial harm to the designated heritage asset without providing public benefit to outweigh the harm. As such, the proposal fails to preserve or enhance the character or appearance of the building, terrace and wider conservation area, contrary to policies CL1, CL2, CL3, CL6 and CL11 of the Local Plan 2019, and guidance contained within the NPPF.
