The reduction from four flats to three would result in loss of a good quality dwelling and be contrary to policy CH1 (b) of the Local Plan 2019 which resists the loss of homes through amalgamation where the resultant dwelling would be in excess of 170 sq.m, and there are no material considerations which would justify the loss or an exception to policy CH1. The loss of the dwelling would also conflict with the objectives of policies H1 and H8 of the London Plan 2021.
