The proposed alterations to the rear elevation and roof pitch would result in the loss or distortion of original roof features that are characteristic of the historic building form and disrupt the rhythm of this unaltered section of the wider terrace, whose roofscape and rear elevation contributes significantly to the character of the Kensington Conservation Area. As such, this modern and incongruous intervention would be harmful to the appearance of the property and would fail to preserve the character and appearance of the wider Kensington Conservation Area, contrary to Policies CL1, CL2, CL3, and CL8 of the RBKC Local Plan (2021); Policy HC1 of the London Plan (2021) and heritage policies of the National Planning Policy Framework (2021).

In the absence of any supporting information, the application fails to demonstrate that the development would help mitigate the effects of surface water flooding within the Kensington Critical Drainage Area through the use of sustainable drainage methods, contrary to Policy CE2 of the Local Plan 2019, and the National Planning Policy Framework (2021).
