The proposed works, as described on the submitted plans, would not amount to a material change in the use of the building as two residential units would be retained. The proposed works would affect only the interior of the building, would not affect the external appearance and would not provide additional space underground. Therefore, the proposals would not amount to development as defined by section 55, would not require planning permission, and would be lawful.
