The proposal would be harmful to the visual quality of the streetscape, and would fail to preserve or enhance the character or appearance of the conservation area. As such, the proposal is contrary to policies of the development plan, in particular Consolidated Local Plan policies CL1, CL3, CL6, CL11, CR4, adopted July 2015, the Council's 'Transport and Streets' Supplementary Planning Document, adopted April 2016 and the Kensington Conservation Area Appraisal.
