Conditions and reasons:

1)

The proposed first floor mansard by reason of its siting and appearance would be a visually obtrusive feature which would fail to preserve the character and appearance of the conservation area contrary to the statutory requirement for a conservation area, the NPPF and Development Plan policy in particular Consolidated Local Plan Policy CL1, CL2, CL3, CL8 and CL11.

2)

In the absence of a completed legal agreement to ensure that five of the new dwellings would have no entitlement to park in resident's permit parking bays ("permit-free") the proposal would fail to have an acceptable impact on the highway contrary to development plan policy, in particular Consolidated Local Plan policy CT1 and the Transport and Streets SPD.

3)

In the absence of a completed legal agreement to ensure that the scheme would provide a financial payment towards the provision of affordable housing in the Borough, the proposal would fail to make an acceptable contribution towards affordable housing provision contrary to development plan policy, in particular Consolidated Local Plan policy CH2 and the Planning Obligations SPD.
