1)
The development would result in the loss of an artists' studio and would fail to protect the work space needed to support the creative, cultural industries, art, cultural uses and heritage which contribute to the character, appearance and artistic traditions across the Borough, contrary to policies CL1, CL2, CL3, and CF7 of the Consolidated Local Plan 2015.
2)
The residential use of the property, extensive opening up of the northern elevation to create one studio window and an enlarged doorway, and the internal alterations to facilitate a residential use, would result in an overly grandiose appearance which would undermine the simple, robust and modest character of this section of frontage, and a change to the building's and the complex of building's intrinsic character. The proposal would fail to preserve or enhance the character or appearance of the conservation area, contrary to policies CL1, CL3, CL6, and CL11 of the Consolidated Local Plan.
3)
The extensive opening up of the northern elevation, internal alterations, and loss of historic fabric, would disrupt the existing use and function of the studio space failing to preserve its character and interest. Furthermore, the residential use of the building would fail to preserve its important and intrinsic character and layout. The proposals would fail to preserve the heritage significance of the listed buildings, their setting, and their special architectural and historic interest contrary to policy CL4 the Consolidated Local Plan.
