Conditions and reasons:

The application has failed to demonstrate that the proposed loss of ancillary Class A1 floorspace would not adversely affect the success and vitality of the town centre by threatening the viability existing retail unit at ground-floor level. The proposal is, therefore, contrary to Policy CF3.

2)

The proposal would reduce the footway width to 1.7 metres, below the minimum 3m clear footway required within the All Saints Road neighbourhood town centre. In reducing the footway below an acceptable level, the proposal would unduly impact the pedestrian environment, contrary to CT1(g), (p) and CR3 (c).
