Conditions and reasons:

The proposed mansard roof extension would fail to comply with Consolidated Local Plan policies CL1, CL2, CL3, CL8, CL9 and CL11 and the guidance within the Cornwall Conservation Area Appraisal. It would have an intrusive impact in views from Emperor's Gate because the terrace has no existing mansards and the roof line is clearly visible and exposed to long views. The proposal would also require the incongruous raising of the party walls between the neighbouring properties which would compound the obtrusive appearance of the addition Given the high visibility of the property from both public and private vantage points the additional storey would add significantly to the bulk of the property and would unbalance the architectural composition of the terrace, even with the setback proposed. This terrace is only broken by isolated roof additions that are not perceived as additional storeys. The height, location, design, bulk and materials of the proposal would fail to preserve the character and appearance of the conservation area and the appearance of the individual building.

The applicant has failed to agree to enter into a legal agreement to secure the proposed residential accommodation to be resident's parking permit free. In the absence of such an agreement, the proposal would result in an increase in on-street parking in the Borough, contrary to Policy CT1 of the Consolidated Local Plan, and the guidance contained within the Council's adopted Transport and Streets Supplementary Planning Document.
