The proposed stand alone 'micro residential unit' would amount to a substandard, poor quality residential accommodation where the substantial shortfall in floor space the development would fail to provide a worthwhile contribution to the housing stock for the foreseeable future. The proposed unit is therefore unacceptable and contrary to the aims of Consolidated Local Plan policy CH2 as well as guidance contained within the Mayor's of London Housing SPD (2015).

In the absence of a legal agreement precluding the ability of future residents/occupiers of the proposed residential study dwelling to receive Residents Parking Permits for the Royal Borough, there is no mechanism to prevent the proposed residential study/dwelling from adding pressure to the existing residents parking provision in the area. Consequently, the proposal fails to comply with the aims of Consolidated Local Plan Policy CT1, plus associated guidance contained within the 'Transport and Streets' Supplementary Planning Document.
