The proposed rear roof level extension, given its overly large dimensions, poor detailed design and prominent upper floor level location, would represent an inappropriate and negative form of development that would be at odds with the character and appearance of the host property, the group of buildings of which it forms part and those of the Oxford Gardens/St. Quintin's Conservation Area, contrary to the aims of Consolidated Local Plan Policies, in particular policies CL1, CL2, CL3, CL6, CL8 and CL11 as well as the aims of policy C1 of the emerging St. Quintin and Woodlands Neighbourhood Plan which is a material planning consideration.
