The proposed decking on Old Brompton Road would result in an unacceptable narrowing of the footway and would materially compromise pedestrian safety. The proposals would therefore be contrary to the Local Plan policies CT1(g)(h)(p) and CR3(c)(d).

The proposed decking, by reason of its height and lack of provision of any fixed ramp to access the raised area, constitutes a new architectural barrier which would prevent certain users from accessing the seating area. It therefore fails to be inclusive and accessible to all, contrary to the Local Plan policy CL2.

The proposed decking, because of its uncharacteristic nature, bulk and location, visually breaks the continuity of the footway, harming the appearance of the streetscape and of the Thurloe and Smith's Charity Conservation Area. The proposed development therefore fails to preserve the character or appearance of the Thurloe and Smith's Charity Conservation Area, contrary to the Local Plan policies CL1, CL2, CL3, CL6, CL9, CL11 and CR4, as well as guidance within the Thurloe and Smith's Charity Area Appraisal.
