Because of its size, appearance, and siting in a prominent side elevation, the advertisement board would be an incongruous feature that would harm the appearance of the host building and harm the visual amenity of the locality. Consequently, the existing advertisement fails to preserve the character and appearance of the building to which it relates, and the Oxford Gardens Conservation Area and the views enjoyed within it, and would be harmful to visual amenity of the area, contrary to national guidance regarding advertisements and also contrary to policies, CL3, CL11 and CR4 of the Local Plan 2019.
