The proposed flat 6A, because of the location of its main bedroom below ground, poor outlook and deficient access to daylight/ sunlight, would form substandard residential accommodation that would fail to ensure good living conditions for the occupants of the unit, contrary to policies CL5 and CH2 of the Local Plan, policy 3.5 of the London Plan, and advice in the Mayor's Housing SPG.

2)

In the absence of a legal agreement to secure the units as permit free, the proposed creation of two new residential units would result in unacceptable increase in parking demand and traffic congestion contrary to the Council's policies, in particular Local Plan policy CT1 and the Transport SPD.
