Conditions and reasons:

The proposal is for substantial demolition of the property within a conservation area, including all of the rear elevation and roof and the majority of the side elevation. The proposal would fail to preserve character and appearance of the conservation area and the appearance of the individual building and would conflict with the Development Plan, in particular Local Plan 2019 policies CL1, CL2, CL3, CL8, CL9 and CL11, the guidance in the Ladbroke Conservation Area Appraisal, as well as the statutory requirement for development within a conservation area. The proposed reduction in time to build these proposals in conjunction with previous approvals at this site would not provide sufficient public benefits to outweigh the less than substantial harm which would be caused to the heritage asset.
