The unsympathetic design and incongruous appearance of the proposed dormer, with a full-height window, in the front roofslope would make it to appear unduly prominent in the street scene, out of scale, form, place and character with the building and its context. In consequence, the proposal would fail to preserve or enhance the character and appearance of the property and the conservation area and views enjoyed within it, contrary to policies of the Local Plan 2019, in particular policies CL1, CL2, CL3, CL6, CL8, CL9 and CL11.
